ADUs in Palmdale and Lancaster: rules, costs and returns

Big AV lots make ADUs easy. Here is what the state allows, what the cities require, and whether the rent justifies the build.

Quick answer

California law lets most Palmdale and Lancaster homeowners build at least one detached ADU up to 1,200 square feet plus a junior ADU, with by-right approval within 60 days, no owner-occupancy requirement for ADUs permitted through 2024 and beyond under current law, and reduced setbacks of 4 feet. A detached ADU in the AV costs roughly $150,000 to $300,000 in 2026 ($200 to $350 per square foot); a garage conversion $60,000 to $120,000. ADUs rent for about $1,500 to $2,200 a month in the AV. What state law guarantees

Palmdale and Lancaster specifics

Both cities have ADU programs aligned with state law and offer pre-approved plans or streamlined review. Unincorporated areas (Quartz Hill, Lake LA, Littlerock, Leona Valley) go through LA County Regional Planning and Building and Safety, which also offers standard plans. Septic lots need a septic capacity review; that is the most common hang-up outside the cities.

Detached 1,000 to 1,200 sq ft$220,000 to $350,000

Rent and value

AV ADUs rent for roughly $1,500 to $2,200 a month depending on size and location. Payback on a garage conversion is often 4 to 6 years; on a detached build 8 to 12. Permitted ADUs add resale value and are increasingly what investors look for.

Financing

Cash-out refinance, HELOC, renovation loans (FHA 203k, Fannie Mae HomeStyle), and CalHFA's ADU grant when funded. We connect you with the right lender.
