Who rents in the AV
Aerospace contractors and Edwards families on 1 to 3 year assignments, nurses and hospital staff, teachers, AV College employees, LA commuters saving for a down payment, and Section 8 voucher households. Tenant quality tracks neighborhood; screening and management matter more than the ZIP.
Section 8 in the AV
The Housing Authority of the County of Los Angeles (HACoLA) administers vouchers for Palmdale, Lancaster and unincorporated AV. LACDA voucher payment standards (effective January 2025) are $3,375 a month for a 3-bedroom in West Palmdale (93551), $2,997 in 93552, and $2,646 in 93550 and across Lancaster ZIPs 93534, 93535 and 93536, which is at or above market rent for many homes. Inspections are annual; keep the property to HQS standards and the program is dependable.
Landlord rules
- AB 1482 (statewide): annual increases capped at 5% + CPI (max 10%) and just-cause eviction for covered units (generally multifamily and corporate-owned; single-family homes owned by individuals are exempt with proper notice in the lease).
- Palmdale and Lancaster: no additional city rent control as of 2026.
- Unincorporated LA County (Quartz Hill, Lake LA, Littlerock, Leona Valley, Acton): LA County Rent Stabilization Ordinance applies to covered multifamily units.
- Security deposits: California limits deposits to one month's rent for most landlords (AB 12, since July 2024).
Operating costs to budget
HVAC service and replacement, roof, evaporative cooler and pool maintenance where applicable, landscaping in a windy desert, and higher summer utility costs if you include them. Budget 8% to 10% for management if you are not local.
